"Hugh Phillips was a class 1 official and a member the FIFA list of referees for several years. He was also the association secretary for a number of years. Amongst Hugh's appointments, he refereed both the Scottish Cup Final and the Scottish League Cup Final. He was an appointed referee at the 1966 World Cup Competition, after which, he retired from active refereeing to take up a position as a referee columnist with the News of the World. This award is considered by the association to be the most prestigeous of the awards awarded to a member for outstanding service either as a referee or a member of the association."
Awarded to the member who has given outstanding service to the Association, during the previous season or during the term of their membership, either in their capacity as a member or as a referee.
This award is voted upon by the members in the normal manner at an ordinary meeting.
